I have experienced this on four of the computers I have upgraded to quantal. On all of them I had xflock4 mapped to Ctrl-Shift-L and rxvt to Ctrl-Shift-X. I cannot configure this behaviour on any of the computers. If I try to add a mapping as Ctrl-Shift-X it gets mapped as just Ctrl-X. As a stop-gap measure I have remapped to Ctrl-Alt-X, but this is awkward for me.
