Mariano, I do not believe that users such as myself are requesting that NM should "upgrade" an active connection from B to A when it detects that this is possible.
The request is to allow users to configure the order in which NM automatically tries to connect to networks. If I have a T3 line to my house behind a wireless router, I don't want NM to choose anything else when that is in range. Similarly, if I carry around a portable hotspot device with metered bandwidth, I don't want NM choose that unless no other known wireless networks are in range.
