@andyrock; I think the 'drag behind the Launcher' will have to be
disabled for Launchers which are positioned between two monitors.  The
reason for this is that the pressure required to successfully trigger
the 'drag behind the launcher' interaction will be very frustrating for
all users who wish to drag an icon or some selected text between two
monitors.  Dragging an icon or selected text between two monitors is a
much more frequent action than dropping an icon behind the Launcher, so
we don't want to inconvenience the vastly more frequent use case.

Basically dropping behind the launcher is very infrequent, and dragging
between monitors is very frequent, so the more frequent action should
take precedence in this conflict.
