It should say "There were no users or operating systems suitable for
importing from." There is a check to ensure that migration-assistant
only works with partitions that are not scheduled to be formatted, but
perhaps it's failing somewhere. Can you confirm that this is the case
and then run the installer again using the --debug option (`ubiquity
--debug`) just past the migration-assistant page, then attach
/var/log/syslog and /var/log/installer/debug to this bug report?
