Hm
I don't know what Ubuntu's 3.7 contains, but if I run the v3.6 vanilla on an
Intel SWQ6710H.86A.0052.2011.0520.1802
(i5-2100) I get:
> xenpm get-cpufreq-para
cpu id : 0
affected_cpus : 0
cpuinfo frequency : max [3301000] min [1600000] cur [3300000]
scaling_driver : acpi-cpufreq
scaling_avail_gov : userspace performance powersave ondemand
current_governor : ondemand
  ondemand specific :
    sampling_rate : max [10000000] min [10000] cur [20000]
    up_threshold : 80
scaling_avail_freq : 3301000 3300000 3100000 2900000 2700000 2500000 2300000

scaling frequency : max [3301000] min [1600000] cur [1600000]
turbo mode : enabled

and with v3.7-rc5:
 xenpm get-cpufreq-para
cpu id : 0
affected_cpus : 0
cpuinfo frequency : max [3301000] min [1600000] cur [3300000]

current_governor : ondemand
  ondemand specific :
    sampling_rate : max [10000000] min [10000] cur [20000]
