Let's face it very few people will type a straight uninterrupted email and hit send - and the longer the text the more likely it is that one will go back and change sentences and add or remove parts of what had been typed - hence any reasonable compose facility should accommodate that so that the best experience can be enjoyed by the user rather than ending up that the user is irritated and frustrated by the experience. So basically is is poor design and not showing proper considerable of normal user experience. So yes it should be fixed and yes everyone seeing this report should vote for it to get sorted out!
