I had the same problem. I think its the same one. I reported it in "Question #9122 in update-manager in ubuntu". Its a question, not a bug report.
I started update-manager from the Gnome menu, and left it running, thinking it would update my software while I was away. I came back after a few hours, and saw that it said my system is up-to-date. It didn't say a new release is available. So I took this to mean that it had updated my system.
