The status for Quantal (12.10) shows "Fix Committed" not "Fix Released" this means it will be in the next release. As 12.10 is not an LTS version this means Raring Ringtail (13.04)
Not releasing the change until the next version should ensure that it is fully tested and does not break anything else. Some changes however are "Fix Released": which means the fix is available now, if I understand correctly. I am not sure who/what decides if a change is implemented immediately or in the next release. Security fixes tend to get higher priority.
