@Glenn: Thanks for the additional info. I am reassigning this to network-manager-vpnc. In the syslog submitted to bug #1013646 open against network-manager-vpnc we see the same phenomenon: NetworkManager receives the two nameserver addresses but sends only one to dnsmasq.
