As I've done some development in the upstream side, it's really annoying that distributions stuck with buggy old versions. It's very good be careful doing upgrading. However, I've seen people blindly afraid of any kinds of version upgrades even though some bugs are already very clear. They encourage users to mess up with PPAs or try not stable yet bleed edge version. Regression risk should be mitigated by extensive testing, that's the way most software evolves. Don't forget the fact open source is particularly short at providing long term support for multiple releases.
