Public bug reported:

The Installed-Size header in most Ubuntu packages from the main section
in  is incorrect (even in latest Ubuntu release - 12.10), because it
appears to be calculated on the package *before* translations,
documentation (changelogs) and other files have been stripped:

ubuntu@ubuntu:~$ dpkg -s ubuntu-docs | grep "Installed-Size"
Installed-Size: 44551

Actual size of all files in the "ubuntu-docs" package is less than 2
megabytes  (size of .deb file is 1.4Mb)!

There was a similar bug reported few years ago, but I can't reopen it,
see bug #451764
