Right, it is not expected behavior in any application that two dialog
boxes should open simultaneously, one for the specific context one is in
and one for the application as a whole (in this case the current web
page).

Expected behavior: when I right-click inside the actual page, give me
the context menu for the page.  If I right-click over another element
(toolbar, extension widget) give me the context menu for that specific
element, but not the page one in addition, which covers the element's
context menu.  One context menu at a time, hopefully the one for the
context I'm clicking in.

Currently, however, I am only seeing one context menu at a time.  I
don't know if it has been fixed (has there been a recent Firefox
update?) or if for some other reason it is not acting up.  I'll report
again if it crops up again.
