I believe this i independent of the driver. I have the same symptoms using the xserver-xorg-video-intel (2:2.20.9-0ubuntu2) driver.
Dconf settings I've played with (with no luck): * org/gnome/desktop/screensaver/lock-delay * org/gnome/settings-daemon/plugins/power/active * org/gnome/settings-daemon/plugins/power/sleep-display-ac xset dpms doesn't bite either.
