Same issue in Ubuntu 12.04

I think the duplicate status is wrong:
 - when "VPN Connections" and "More Networks" menus are empty, the Network 
Manager icon itself is perfectly clickable and reacts as expected;
 - there is an easy workaround for bug #779754: restarting network-manager 
service. That workaround doesn't fix this issue when it happens. The only way 
I've found so far is to reboot.
