I can confirm it still doesn't work for me on 12.10 (64-bit). The behavior:
bluetooth icon is shown, with a right-click menu option to turn it off, which should mean it is on. To add a bluetooth device, clicking "Bluetooth setting" on the notification icon right-click menu results nothing - no new window. Go to gnome control panel and access bluetooth setting from there. The window shows bluetooth is on. Click "+" to add a new device, it scans for half an hour not being able to find any device (another computer next to it can find 3+ devices).
