For me it behaves slightly differently than for Pieter (I'm using Damien Cassou's snapshots as well):
If I start emacs24 the menu gets displayed as global app menu. In contrast to that, there's no global app menu (but instead a "local" one in the window) when running emacs, emacsclient or emacsclient.emacs24.
