I don't really have an explanation.  However, we do *not* have
sufficiently strict Depends to force the upgrade of tex-common before we
try to create formats.  texlive-common requires tex-common >= 1.4, and
texlive-base-bin (for example) only requires texlive-common > 2007.

I'm not sure what texlive and tex-common versions feisty had, but
if I assume it resembles sarge (tex-common 1.0*), *then* I do not have
an explanation.
