Public bug reported:

I upgraded to the latest libvirt which breaks itself - it doesn't create
the socket for virsh to connect to.

Neither does it look to actually be running -

root@cmp02:/var/run/libvirt# /etc/init.d/libvirt-bin status
Rather than invoking init scripts through /etc/init.d, use the service(8)
utility, e.g. service libvirt-bin status

Since the script you are attempting to invoke has been converted to an
Upstart job, you may also use the status(8) utility, e.g. status libvirt-bin
libvirt-bin start/running

root@cmp02:/var/run/libvirt# ps -ef | grep libvirt
root     12648  3075  0 12:58 pts/1    00:00:00 grep --color=auto libvirt
