I can confirm this issue. I think this is a bug more than a wish list,
for the following reasons:
1. The Next button should be disabled unless the checkbox for accepting the
license is ticked. Only Back and Cancel should be enabled by default. (Even the
Back button should be disabled on the first dialog/page)
2. Adept should not crash at all when not accepting a license agreement.
Request changing back to a bug report.
