The same problem here. I am using Feisty server and did dist-upgrade. Booted from 2.6 .20-16-server, and the same problem remains.
However, you need to create /dev/.static/dev/mapper directory by: sudo mkdir /dev/.static/dev/mapper Then you can luksformat and cryptsetup luksOpen your partition. It works also after reboot.
