Public bug reported:

There is no way to change keyboard layout in GNOME except by going to
System Settings since no keyboard layout indicator is shown in Gnome
Shell.

I saw Jeremy Bicha commenting at
http://ubuntuforums.org/showpost.php?p=12263229&postcount=17 that it's
because the new Ibus thing is missing and is 'very unlikely' to be
shipped with Quantal.

If this is the case, I propose to make it available at least in the
GNOME3 PPA as soon as possible. Without doing that it would severely
damage user experience, as using different languages is one of those
bare basic tasks the user would expect even a Windows 95 capable
computer to let him do. Not to mention that it would negatively impact
the Ubuntu GNOME Remix edition which would fail to deliver a working
GNOME 3.6 from the outset.
