Still seen in Gutsy Tribe-2 CD.
Proposed bug fix:
If system time has successfully synchronized to a time server, Ubiquity should
leave the timezone setting alone.
If not, Ubiquity should offer users a chance to specify whether the hardware
clock is UTC or localtime, and updates timezone setting according to user input.
