Jamie, now I'm confused. As a matter of fact, /etc/apparmor.d/local/usr.sbin.cupsd here is completely empty.
And, yes, I commented out # capability block_suspend, in /etc/apparmor.d/usr.sbin.cupsd in order to avoid this bug.
