I can't make sense of this -- there is no indication that anything is wrong on any default install of Ubuntu; or even on upgrade... There is just no reason for this to happen unless packages are improperly installed or some required packages were removed.
Please attach /etc/dbus-1/system.d/org.freedesktop.NetworkManager.conf to this bug report or add any information that could help debug this issue.
