I can't make sense of this -- there is no indication that anything is
wrong on any default install of Ubuntu; or even on upgrade... There is
just no reason for this to happen unless packages are improperly
installed or some required packages were removed.

Please attach /etc/dbus-1/system.d/org.freedesktop.NetworkManager.conf
to this bug report or add any information that could help debug this
issue.

Please, oh please don't follow the steps in that forum unless you know
what you're doing; or at least specify here what you change, otherwise
this is going to be impossible to figure out...
