@Taylor: Possibly the pre-Precise-release version of resolvconf had a bug causing it to fail to create the symlink (or another pre-Precise- release package had a bug causing it to remove the symlink); resolvconf only makes one attempt to create the symlink, so even if the bug was later fixed you were still left without the link.
