If you can't contact them, I could try something. (I don't have direct contact, so please try with ubuntu org uy first). But while we don't have this local mirror, best option could be to redirect uy.archive.ubuntu.com to https://launchpad.net/ubuntu/+mirror/mirror.anl.gov it works totally better than actual mirror in brazil.
