This is only partial a problem. This indicates only that the update-
manager is not able to handle all upgrades that are available.
This states often occure on Ubuntu developer version.
I have just closed a ticket of yours that suffer from this I guess.
You can circumvent this problem(recomment for Ubuntu developer version)
with doing a deep upgrade:
sudo apt-get update
and
sudo apt-get dist-upgrade

Just for knowing:
update-manager is doing only a
sudo apt-get upgrade
and with this not all system components are upgraded. update-manager
recognized this like that they are not there, well, which can be seen as
a little bug. But it is better to stay on this, In stable releases this
situations are rare.
