Public bug reported:

For some reason, winegcc is included in the wine1.4 package instead of
in a more sane development package.

Anyway, wine1.4 does not depend on the requisite gcc-4.5 which seems to
be required by winegcc, which is an included binary.  This binary thus
fails to run after install.

Suggested solution: package winegcc seperately in a package that depends
on the required dependencies.

Alternate solution: add required dependencies to wine1.4
