This is a new issue, laptop boots just fine with 12.04 LTS.

This could be also something in the network-manager or modem-manager, as
in the 12.04 LTS the broadband does not work as it uses the usb ethernet
and the modem requires some AT commands to be sent in order to
initialize it. In the Quantal some initialization seems to be done
automatically as after boot network-manager is able to detect it and to
connect too, and the kernel panic comes with just after loading all the
modem related stuff when the hw switch is turned off during the boot.

I will test the new kernel asap.
