I have this issue too with eclipse and chromium tooltips in Radiance theme
(light colors). I have to edit these files to fix this problem:
/usr/share/themes/Radiance/gtk-3.0/settings.ini
/usr/share/themes/Radiance/gtk-3.0/gtk.css
/usr/share/themes/Radiance/gtk-2.0/gtkrc
here is what i changed
ntooltip_bg_color #F6F4F2
ntooltip_fg_color #4c4c4c
