I'm having the same issue, but with the help system in eclipse 3.7.2. Looks like it's coming from webkit that blocks certain ports for security issues. If you search google for "Not allowed to use restricted network port" you'll see similar reports. Apparently there's no way to override this behavior yet, see: https://bugs.webkit.org/show_bug.cgi?id=14100
