Can someone please explain how I can tell whether a .rar archive that
I've downloaded is a RARv3 archive or it's of an earlier format version?

I encountered an archive which unrar-free fails to extract files from,
but I'm not sure whether it would be OK to report it as a separate bug,
or it's the same lack of the support for RARv3 archives described here.
