The above behaviour persists up to precise. I can see that the mibdirs include the locations where download-mibs puts them:
root@precise:~# net-snmp-config --default-mibdirs /root/.snmp/mibs:/usr/share/mibs/site:/usr/share/snmp/mibs:/usr/share/mibs/iana:/usr/share/mibs/ietf:/usr/share/mibs/netsnmp root@precise:~# ls -l /usr/share/mibs total 12 lrwxrwxrwx 1 root root 18 Jun 7 2010 iana -> /var/lib/mibs/iana lrwxrwxrwx 1 root root 18 Jun 7 2010 ietf -> /var/lib/mibs/ietf drwxr-xr-x 2 root root 4096 May 23 23:12 netsnmp IE, the location is not "broken", as Net-SNMP will follow the mibdirs variable.
