I have run into this problem several times now. Always the problem is that the provided ntp-servers from dhcp is not used. In an enterprise environment I believe that it is quite common, that workstations don't have unrestricted access to the internet. In this case the result is that workstations will never update the system clock unless ntp is manually configured either by editing /etc/default/ntpdate or by installing and configuring ntpd.
