Still having this problem. If I set my download limit to be say 35kB/s, it will constantly fluctuate between 0 and 100+kB/s. In the previsouly working releases, a setting of 35 would hover around 33-36. The traffic is being throttled, it's just far from a consistent speed. Having a working throttle is very important to me as it can affect my vonage/netflix/etc services.
