Ubuntu 12.04 I'm having the same problem, and got here via a screen brightness problem as well.
I can run /etc/rc2.d/S99rc.local start /etc/init.d/rc.local start /etc/rc.local and the screen dims each time so it's not the file(s) or the permissions (I checked they're all executable by root).
