I think it's better off as a tray icon because applets can't hide themselves automatically if needed. I think it adds more flexibility this way. Also, you can't just hide the icon by default when there is no wireless card (even if supported this), because it can also be used as an easy way to setup vpn (replacing the old user-unfriendly way to edit config files by hand). And yes, it would be better if the icon supported animation as an option, but this is really an unnecessary feature if compared to easy setup of wireless networks and vpn.
