Dear Vasea Pupkin, currently openswan 2.6.38 (with some important patches added ontop) in available in Debian experimental. As Debian Wheezy release has already entered the freeze I'm not sure if there will be an exception made so if you really need the package you may download the sources from Debian experimental and recompile it for Ubuntu (the relevant commands should be dget and dpkg-buildpackage).
