The setting of the default printer should be done by the printer setup
tool. It seems that gnome-cups-manager does only set a default printer
if the user explicitly demands it. gnome-cups-manager is not maintained
upstream any more and will be replaced, most probably by printerdrake:

printerdrake always sets a default printer.
