Same bug here in Xubuntu on Sony Vaio VPCF22L1E.
After awakening from suspend, the touchpad enables itself again. After this had 
happened it is not possible to disable the touchpad again in settings. This is 
very annoying, since it is hardly possible to use the keyboard without 
disturbing what you're doing accidently with the touchpad...

In terminal/script it is still possible:

$ xinput list
...
SynPS/2 Synaptics TouchPad                      id=12   [slave  pointer  (2)]
...
$ xinput set-prop 12 "Device Enabled" 0
