Same issue here with Firefox 13. Drag&drop of bookmarks just stops working from time to time. Sometimes I also have the issue that a drag&drop action gets stuck and doesn't register a mouse release, thus I have to kill Firefox to release the input grab. It's not a new problem, it has been around for some years.
