This bug has occurred for me since installing 12.04 (clean install). Has worked fine in all releases prior. I believe it is a bug with nvidia driver as virtual consoles work fine if I run nouveau. I have tried all nvidia drivers from v295.33 to v302.22 and the bug has existed with every one of those versions. Each time I switch back to nouveau, the virtual terminals work. I am using default kernel 3.2 but could upgrade to 3.5 if people really think it is kernel related?
