The cpu_scaling_test is lengthy by its nature; further, this depends on
the fwts utility, so it's not properly speaking a checkbox problem.

However, I notice the test has been removed from the default checkbox
whitelist, so I'll mark the bug Fix Released. The test now only runs if
it's explicitly specified in a whitelist (such as the certification
testing list), in that case, well, you're explicitly requesting it so
you kinda have to live with the length of the test.
