I think it is a bug, because I did not create the file
/etc/apt/apt.conf.d/20auto-upgrades. It seems to appear on a fresh
install.

More importantly, because of the existence of this file, I cannot change
the policy of automatic upgrades in the Software Sources window, because
the option is disabled.

Removing the file fixes the issue. But it doesn't solve why the file is
there in the first place. What is to stop it reappearing?
