Public bug reported:

Caps Lock (to first layout), Shift+Caps Lock (to last layout) don't work
properly. It switches between "first" and "second" layout not between
"first" and "last" as it was in 10.10.  So if you are using more then
two layouts ( that useful for Canadians, Russians, austrians, students
and tranlators ) it is quite annoying always to choose third languege by
mouse clicing .


Note: Will appreciate any suggestions to determine which package it is.


HOW to call/to see a bug (sorry for my english, so ask questions if you
misses somthing):

1. go "System settings - keyboard - layout settings"
2. Add few layouts to increase their quantity to 3 layouts. ( for example 
english+ russian+ukrainian )
3. After adding press "Properties" button, shoose "keys to change layout" and 
set "Caps Lock (to first layout), Shift+Caps Lock (to last layout)".
4. Close all settings windows.
5. In any text field, addres bar or text editor try to type. "Caps Lock" causes 
choosing of first language. "Caps Lock + Shit" chooses second.  But if you will 
first choose "first" language, type somthing, than choose  by mouse "third" 
language ( that is "last" now) type somothing you will see that Caps / 
caps+Shift switches between "first and second layouts" according their oder in 
a layout list, not between "first used and last used layout".

Bug presents for all users: admins, regular users, quest users ets.
I am not sure to what package it relates because it affeacts a lot of them, so 
I marked it as "gnome-control-center" related, as settings it affects appears 
in gnome-control-center.
