My DSL modem, when the network is down, responds to anything http with a page redirecting to an error page on the modem. I found some examples of this in some of the *Release files in my /var/lib/apt/lists. Hard to imagine why apt-get prefers a local copy that it has PROVED to be bogus over re-fetching the file from the server.
