on 12.04 perform `LD_PRELOAD=/usr/lib/libperl.so.5.14.2 freeradius -X`
on 11.10 perform `LD_PRELOAD=/usr/lib/libperl.so.5.12.4 freeradius -X` it's what ever is install in /usr/lib/ for libperl. This is from the command line.
