It appears that this is a Sylpheed bug.
The developer advises:

Not possible to select drop-down list element with arrow keys
(Linux) Possibly occured with GTK+ >= 2.24.

It was fixed right after the release of 3.2.0beta7,
but it is not released yet.
Please apply the above patch if you are in a hurry."
