This changes quite a lot of code that's not associated with a launchpad
bugfix.

We're currently unsure what precisely the status of GNOME SRUs is;
there's a long-standing tradition of accepting GNOME micro-releases, but
this practice is not documented anywhere. Seb is going to raise this
with the Technical Board, so we can have a documented microrelease
exception for GNOME.

 I'll leave this here pending a resolution of the MRE; if clutter is
covered by the GNOME MRE this will be ok, and we'll accept it into
-proposed.
