I am using GST_ID3_TAG_ENCODING=Big5 in /etc/environment to control
beep-media-player, rhythmbox etc to use Big5 encoding when reading ID3
tags. Almost all of my songs (and songs among the Hong Kong community)
are encoded like this, since even MP3 players won't show any ID3 tags
except those in Big5 encoding.

Since Janurary this year it stops working in latest Dapper.Since I
haven't upgraded to Edgy yet, I don't know the current status. I can try
it again a few days later.

When it doesn't work, it seems like ignoring this environment variable
and decoding the bytes using UTF-8, resulting garbages. Bug 57949 looks
more like a UTF-16 problem than this.
